Question: You have just been appointed to head a team to build a dam over river Zhumba. Success in this project is paramount for the subsistence of your company and would earn you a promotion. Failure would mean that your company would be bankrupt and will take along with it its investors and its employees. Building a dam across the river would result in deforestation of a portion of rainforest and destabilize the tribal and wildlife at Zhumba. There is huge resistance from the environmental groups against your project. You are meeting the head of resistance movement in one hour where in you would have to communicate your decision. Describe what you would do and why? You will be evaluated on the creativity and practicality of your solution.

new businessBuilding a dam is a must for survival of my company. Also dams are required for providing much needed electricity, controlling floods, providing irrigation and boosting food production. Nevertheless, they have societal and environmental impacts, which need to be carefully addressed. My decision is to build the dam. Before the meeting I will have miniature clay and wooden model of the entire area built which will depict how the area will look like after the dam. It will also outline the impacted villages and show the resettlement area. The model will have new houses, schools, hospitals and roads that will be built. I will have my Managers go to the villages to determine the local people's perception of the problem - psychological, ignorance, fear etc. They will try to convince the local community heads and bring them along to the discussion.
Here is how I will communicate my decision to the head of resistance movement.



I will start the discussion telling him why the dam in that area is important. The rainfall is highly variable in the region. Floods and droughts frequently impact the region. The people in the entire state require the much needed electricity. Building a dam will solve more than these problems. It will also boost food production owing to increase in irrigated area. Also, the dam will have large storage capacity to store water during wet season, which can be released during dry season. I will tell him the negative impact of dams and how the company plans to address those impacts. The dam will impact tribal villages and wildlife. Further, some portion of forests will need to be removed, as it will be inundated with water in the catchment area.

But the company has concrete plans to mitigate and minimize the negative impacts. All people displaced will be adequately compensated with cash. Those who have land will have their land replaced. Further, the entire villages will be relocated as "communities" to minimise socio-cultural disruption, maintain community cohesion and identity. The new localities will have all the basic amenities-schools, shopping complex, hospitals. As part of dam building, roads and powerlines will be set up which will further help the community and the region in general. I will try to convince the head to view this displacement as a "development" opportunity, which I will substantiate with the help of miniature model.

Any portion of forest removed will be replanted as close to the region as possible. Further, the company along with the state recognises the tribal people customary rights over natural resources-land, forest, and water and all help will be given to retain those rights. For those who depend for their livelihood from the portion of forest removed will be adequately compensated. Further, the company will try to employ them as part of non-skilled labour required for building dam. The company will impart any necessary training that might be required to perform work. The region as a whole will see numerous employment opportunities because of new jobs that would be created directly or indirectly. To mitigate any impact to wildlife, the company will assist the state in physically rescuing the animals and also assist in creating and managing national park nearby the impacted area. Further the company will assist in creation of productive wetlands around the reservoir by pumping river water which will support wild life.

In conclusion, I will assure the head that he and local community heads will be involved in all the planning and decision making process, and that the dam building will have not only the direct benefits of increase in electricity and food production, control of floods and as a water storage security to be released during drought, but also aid in the overall development of the region as well.
